Chapter 5. Article 5.61. Insult
1. Insult, that is, humiliation of the honor and dignity of another person, expressed in an indecent form, —
entails the imposition of an administrative fine on citizens in the amount of one thousand to three thousand rubles; on officials — from ten thousand to thirty thousand rubles; on legal entities — from fifty thousand to one hundred thousand rubles.
2. An insult contained in a public speech, a publicly shown work or the media, —
entails the imposition of an administrative fine on citizens in the amount of 3,000 to 5,000 rubles; on officials — from thirty thousand to fifty thousand rubles; on legal entities — from one hundred thousand to five hundred thousand rubles.
3. Failure to take measures to prevent insults in a publicly shown work or the media —
entails the imposition of an administrative fine on officials in the amount of ten thousand to thirty thousand rubles; on legal entities — from thirty thousand to fifty thousand rubles.

Discrimination, that is, violation of the rights, freedoms and legitimate interests of individuals and citizens, depending on their sex, race, skin color, nationality, language, origin, property, family, social and official status, age, place of residence, attitude to religion, beliefs, membership or non-affiliation with public associations or any social groups, —
entails the imposition of an administrative fine on citizens in the amount of one thousand to three thousand rubles; on legal entities — from fifty thousand to one hundred thousand rubles.

Chapter 17. Article 128.1. Defamation
1. Libel, that is, the dissemination of knowingly false information that discredits the honor and dignity of another person or undermines his reputation, -
is punishable by a fine of up to five hundred thousand rubles or in the amount of the convicted person's salary or other income for a period of up to six months, or by compulsory labor for up to one hundred and sixty hours.
2. Defamation contained in a public speech, a publicly shown work or mass media —
is punishable by a fine of up to one million rubles or in the amount of the convicted person's salary or other income for a period of up to one year, or by compulsory labor for up to two hundred and forty hours.
3. Libel committed using one's official position —
is punishable by a fine of up to two million rubles or in the amount of the convicted person's salary or other income for a period of up to two years, or by compulsory labor for up to three hundred and twenty hours.
4. Defamation that a person is suffering from a disease that poses a danger to others, as well as defamation combined with accusing a person of committing a sexual crime, —
is punishable by a fine of up to three million rubles or in the amount of the convicted person's salary or other income for a period of up to three years, or by compulsory labor for up to four hundred hours.
5. Libel combined with accusing a person of committing a serious or especially serious crime, —
is punishable by a fine of up to five million rubles or in the amount of the convicted person's salary or other income for a period of up to three years, or by compulsory labor for up to four hundred and eighty hours.
